• Sign up for PayPal      (Easy step)

• Confirm your email address  (even easier than step 1)

• Confirm a checking account (easy too)

• Add $250 or more by electronic funds transfer into their PayPal account

• Sign up for a Money Market Fund  (this let's your balance earn interest)

The only thing I would add to this list is to also ask for the ATM/Debit Card so you have quick access to the funds in your PayPal account.
